Executive Vice President & General Counsel

Jerry Pappert is Executive Vice President and General Counsel for Cephalon, overseeing the company’s legal affairs relating to commercial and financial transactions, litigation, intellectual property, and corporate and securities matters.

Mr. Pappert brings 20 years of legal experience to Cephalon. Before joining the company in 2008, he was a partner in the Litigation Department and a member of the White Collar Litigation and the Government Relations & Regulatory Affairs Groups at the Philadelphia-based law firm of Ballard Spahr Andrews & Ingersoll, LLP.

Prior to joining Ballard Spahr, Mr. Pappert served as the Attorney General of Pennsylvania from 2003-2005. From 1997-2003, he served as Pennsylvania’s First Deputy Attorney General. From 1988-1996, he conducted a litigation practice at another large Philadelphia law firm.

While in the Attorney General’s office, Mr. Pappert personally handled a number of important legal and public policy matters. As First Deputy, Mr. Pappert was lead trial and appellate counsel in the office’s successful effort to block the sale of Hershey Foods by the Hershey Trust Company and Milton Hershey School Board of Directors. Mr. Pappert also successfully argued before the United States Supreme Court in a case that protected states’ efforts to curb the number of frivolous lawsuits filed by prison inmates. He successfully argued cases before the Pennsylvania Supreme Court as well, including the defense of the constitutionality of changes made to the composition and procedures of the Pennsylvania Board of Pardons.

Mr. Pappert remains active in Pennsylvania state government, serving as a legislative appointee to the Board of the Commonwealth Financing Authority, an entity which provides, among other things, financial assistance in the form of loans, loan guarantees, grants and private equity participating loans to promote activities which lead to the creation and retention of jobs within Pennsylvania. Mr. Pappert is also a member of the Society of Attorneys General Emeritus (SAGE), an organization of former State Attorneys General.

Mr. Pappert is a graduate of Villanova University (B.A., with honors, 1985) and the University of Notre Dame Law School (J.D. 1988).
